3700x is the closest thing to a good perf/watt chip since the Intel T-series CPUs and it has to go and spike to 1.5V. Why even bother, might as well go get a 3950X at that point.

Just finished my 3700x build. It was idling at 1.46 before I did the bios and chipset updates (gigabyte aorus elite).

I'm on a crap ass waterloop I dug up from awhile back and it's gets to 48c under full synthetic load.

Stays around 1.38 volts during that.

So far it seems to be working great

I have one of those trimmed down RX 560 made for internet cafes that I bought in desperation during the coin mining craze, and there are (less than AAA) games that already max it out at 1080p60. The only downside to nvidia driver is that it's not pretty. But it has 10 times less RAM usage than AMD.
Nvidia drivers also work much better for games, both new and old.

On second thought, double check to make sure that your potential graphics card won't physically interfere when the capture card is mounted like that. Also, I hear riser cards are hit or miss, but I've only ever researched the 16x ones. You might have better luck with the 1x ones, but I hear more money usually equals a working card. That's the best solution I can think of for it, so good luck.

I used an AM3 chip for years and got a bulldozer for like 30 bucks from a friend a year ago. Just because I don't upgrade to the latest bleeding edge gaymer parts doesn't mean that I'm wrong. The chip dynamically requests the voltage when it has work to do, but it doesn't pass a lot of current over time with it so the thermal load stays manageable. As long as the voltage isn't so ridiculously high that it breaks down the gates in the chip it doesn't do any harm.
People aren't accustomed to this sort of reactive power management. Especially the mobo manufacturers, who need to chill the fuck out with the fan ramping. When the chip spikes the overall amount of heat it produces isn't huge but the die temp shoots up because it's such a tiny surface area. Motherboard firmware freaks out because it sees a high number and reacts violently but the heatsink barely has any work to do yet.

I have to admit stock fan curve in my bios was horrible. Jumped 25% going 30c-40c.

yea Threadripper will support unregistered ECC DIMM's but then motherboard support is also iffy on actually using full fledged ECC. For reference, here is my current server.
