SVG. That shit even allows for embedding javascript. Some time ago I've even seen Wikipedia use that feature to show flow of electricity in a circuit with a switch you could turn on and off.

This. You can animate SVG with CSS and JS/ES.

It's called Adobe Animate now. There's just no point in putting out SWFs anymore, just straight to MP4 now.

You can take this further with WebGL and Canvas.
