In my country Jow Forums and 4.cdn.org are both banned, meaning I can't access Jow Forums or see pictures without using a VPN. And because the built-in VPN for Opera randomly stops working every once in a while and there are no good alternatives to it I want to make my own VPN. Is this possible? How can I do it?

This. You get a VPS in another country and set up OpenVPN. Then all your connections go through that VPS host bypassing any local ISP filters etc. Bytesized Hosting are v good and have support out of the box for this. But so do many other providers.
There's also VPN Gate which has freely available VPN hosts in many countries as part of an academic project.
Given they're just regular IP addresses that's not possible. It's not like they're restricted to a few providers with specific ranges like a normal VPN services are.

You can try using DNSCrypt, my country also ban Jow Forums but using DNSCrypt was enough to bypass it and I can even post here.
This might work compared to just setting your DNS to Google's, dnscrypt encrypts your DNS lookups so it's hard to make out what the request is
