Disabling telemetry on Windows 10 for any version doesn't actually disable. Disabled performs the same telemetry as Basic.
With LTSC, setting telemtry to security will only send on critical system errors or anything caught with Windows Defender.

Just modify your host file to prevent that telemetry from being sent out.
