I use windows 7 and I'd like to ask for help
Never had this happen before

When I press icons in the taskbar, they aren't brought up, the icon just has the yellow background blinking on it, if there is a browser window fit to the screen, any object below can not be accessed through the taskbar unless I manually minimize the browser window and drag that object to the foreground.
I have a feeling I've pressed some hotkey combination by accident and this is the aftermath. Anybody know the reason for it?

honestly one of the first things i did when i heard they were taking the windows 8 tile nav into the start menu. only real problem is managing the tiles. glad its just a system folder full of shortcuts and folders of more shortcuts.

That happened to me before and it is definitely related to some key combination you pressed. I might be mixing things up here, but try pressing both control keys at the same time. Hope this helps, but like I said there was a similar issue I had and I don't remember which one was fixed by this approach.
