You'd think such a basic task would be easy.

Don't use a desktop environment. Problem solved.

It's an Xorg limitation. No DE can fix the underlying problem.
Wayland has HiDPI and mixed DPI support, but it's still unstable.

There's some freeware in windows that works pretty well actually

You can easily scale the monitor with xrandr, but the desktop environments are usually too retarded to understand this, and act incorrect.

But I have one, 1440p and portrait 1080p on the right. It's comfy. They're not meme resolutions, so they don't need scaling, but GTK is ok at it if you need double or nothing.

Problem solved

I don't use hidpi scaling on linux but instead just change the font dpi. Even though KDE has fractional hidpi scaling, the qt itself still doesn't have good hidpi support. When qt programs are scaled the icons get blurry even though I'm sure most of the icons are svg icons.

The only DE that even had decent hidpi support was Unity. Unity didn't scale QT programs too when it used hidpi scaling.

Step one is to think like a dev. Ok, so you can set a scaling per monitor. Shouldn't be hard. Now, here's a fun issue for you.
What if I drag a window from a 150% scaling monitor to a 100% scaling monitor and back? What if I leave it in between both monitors?
