The market regulates itself. It the supply of cheap labour exceeds the demand, then people are free to move elsewhere to work there instead. The problem is that there actually isn't a free movement of labour right now, if I move somewhere else to work there, for example becoming a visa worker in the US, my own movement is severely restricted and I can't simply move somewhere else if the pay isn't good enough.

Loads of economic studies show that immigration is a net economic benefit to most OECD countries.

The issue is cultural.
