Xfce and KDE are both good

Making a compelling graphical operating system for people who aren't the sort of people that like tiling WMs would require a sane, well-funded organisation taking charge of everything and the rest of the ecosystem playing along, so keep dreaming.

As long as freedesktop.org and all the associated garbage protocols (e.g. shit like dbus) exist it will be shitty.

Solution: write a X11 DE in the way it was intended to be!
- use lightweight X11 Athena widgets
- use .Xresources for configurations
- abolish bloated client side rendering X extensions
- remove all dead weight graphics driver code from the X distribution which is nowadays handled by the kernel anyways
- Program all standard apps for the DE: Word clone, Excel clone, Image editing, Audio editing, Video editing

It would easily possible to make a DE that uses less than 1MB ram on start up and looks just like Windows 10.

Just use Window Maker. It's always been the best.

What you're describing already existed in the early 90s, and it was terrible even back then.

Do it. Start with smething simple, like a panel. If it turns out to be not shit, people wwill contribute.

Windows is spy- and malware. You should not be using it at all. And so is macOS.
The only real choices are Linux and BSD.

OP is right, every desktop environment fails in it's own special way.

GNOME - ok defaults but no options, non-intuitive metaphor that makes YOU change to suit the desktop
KDE - shit defaults, overwhelms you with options
Xfce - tearing unless you install the brand new buggy version AND have intel graphics or do autistic tweaking
LXQt - barely a desktop environment
Budgie - GNOME hacked to be somewhat more usable, settings half in gnome-settings half in Budgie specific settings
Cinnamon - probably the best, but still plagued with issues like icons in the taskbar not being properly associated with windows until you restart

Wayland has plenty of features however they are almost all available through extension protocols which your compositor may not support.

Gnome Shell modded to look like Windows is about the best you can get.
