This is SearchUI.exe, which powers the start menu search, not Cortana. In fact this bug supposed only affects users who switched off Cortana

You're fine, not everyone was. It has to do with some bad code in the cache and supposedly some users are not affected. Apparently you may be initially okay on a clean install and then not okay after you do an sfc scan or something, according to an user in the fwt yesterday.

More specifically, you have to turn off bing as well. If you have internet searching blocked by firewalling instead of turning off the feature you may be unaffected. I tried the workaround of deleteing the registry key and it didn't work for me, but I also have a bunch of Search group policy and only tried disabling a few of those. Just restoring the cache from the shadow volume was much easier and worked great.
