Elementary OS design is cheap as best.
Deepin DE is one of the most polished UI and it follows macOS/Windows design, it looks genuine and not a copy. The OS is is kinda shit right now though (broken dependencies, outdated drivers/packages), but they clearly invested heavily on a really awesome UI experience.

Regular Deepin looks like an ugly rip-off of iOS with an excessive use of transparencies and blur, and Deeping with the effects turned off looks like an ugly copy of Windows 10 (which is shit).

Sure but why do so few other distrus take hints from it? It's not like it's hard to emulate. There is no reason for half of distrus to look like Windows 2000 or XP clones, 40% like they allowed a blind person to design it and the other 9% that are somewhat okay experiments.

Because the big two DE decided to distance from all existing concepts and make their own thing for no reason, while the other one just shoves menus onto everything so everyone can spend hours tweaking the DE. Since the smaller DE don't have enough resources to spend on design they just copy what the big DE do (elementary does this too to a certain degree). Only a few ones like elementary and Deepin gave enough of a fuck to make something not so ugly.
