The chips are thermally limited for the most part. It doesn't take a genius to figure out what the consequences will be if they make the single core boost excessively aggressive to push up the average clocks.

No I've got a DH-15, but they can't be pushed very far even with LN2. There's a limit to how quickly the dies can shed heat and that heat production ramps up non-linearly the harder you push to hit higher clocks.

My 3700X hits 4.5ghz all-cores running OCCT full load with CPB at like 79C but I turned it off because it idles at like 50C and my cpu fan revs up and down sporadically.
Motherboard is Aorus X570 Master if that matters.
