If I want to order custom items, like acrylic stuff with pictures on it, or 3D figures (whether plastic or metal or whatever), ideally in a small batch (like maybe two dozen) where should I go? Are there any Chink companies of good reputation/decent quality that specialise in this; and if not, which sites should I scour to find such companies?

The idea is that I could send in either a 2D drawing to be turned into a 3D item (probably not a good idea), or a 3D model that could be either 3D-printed directly or that would provide the basis for a custom mold (which the company might keep around so I could come back later and order more of the same).
Ordering such figures painted is probably yet more difficult, though I'm not up-to-date on how easily this is automated these days.

Ditto for custom (machine-emboridered or crocheted) textiles that aren't t-shirts.

Because you have to factor in shipping, sales and coupons, which are not fixed and vary with time.

An item I bought is currently, and by far, the most expensive one listed, but at the time I purchased it, it was half off and therefore cheaper than the others, had a nice coupon available, and had better shipping options.

Shipping costs also depend on where you are, this can also make a difference for really cheap stuff.

SLA printers can produce really detailed stuff. But only in resin, and they cost a lot.
Conventional FDM printers can make pretty decent stuff in a variety of plastics, but are really finicky in tuning, are not suited for very small details, and will produce some lines even at 0.1mm layer height. But it's probably the best thing you can do at home in regards to price and quality.

You can also check 3d printing services. It's expensive, but they take care of all the process and send you finalized product.

Another DIY solution is making the model (3d print and sanding, traditional sculpting, etc), them making a mold and fill it with either resin or molten plastic. You can reuse the mold many times.

I opened a dispute on Ali and the seller freaked when he saw that, they know they fucked up.
Gonna either get a refund (and keep this) or get them to send me there best tablet for free.
