In linux the desktop environment is a completely separate technology to the operating system itself. That is not true of windows. In windows the desktop environment is actually part of the operating system. If you disable some parts of the desktop environment in windows nothing will boot.

I can't say from experience, but it appears it would suck trying to program from Windows. There are always special added instructions in the docs for windows that look a lot more complicated than the simple bash command I used.
