Anything where you actually have your encrypted database on your machine, USB stick, etc and not on random server you don't have access to.

But that's all of them. As far as I know even LastPass, the nigger-jew of password managers, lets you decrypt and export your database even when offline.

Not really. Just make sure the version you use is open source and popular enough to not secretly be a bitcoin miner. They're all using the same primary code base just with different UI so it runs on different platforms.
