Requires a lot of trial and error and a number redesigns to make something passable. Which you can say about development in general, but game design seems to be especially the case here.

Because there’s a ton of money in it, and a ton of people wanna do it. Projects from large companies with tons of money balloon in size and complexity and you either work on these projects or compete with them. If you want to work on those projects you’re competing with pretty smart people who love video games and who are willing to put up with crunch times.
ANY industry with those features is going to create products that are hard to make.
