First things first, territory of Novorossia was added to ukraine. Historically those regions were distinct owing to nomad presense which did not allow proper (small/great)russian settlement until the later half of XVIII century. Then, after the WWII, crimea was added there - whereas it was a separate entity with unique and interesting history throughout. Then there is an issue with Stans: putting it simply, there were not same entities before. Kazakhs were nomads who migrated there from China on Russian-controlled territories, there were emirates of Bukhara and other ancient Silk Road cities, but not Tajikistan/uzbekistan. There is also things like for example adding cities of the northern part of nowadays Chechnya (which were russian-founded) to the mountain people, against whom they were made. All in all, no borders resulted in truly homogenous populations, and with ethnic nationalism being a thing it all turned sour. See for example Georgians and Ossetians
