Evolution. since the med countries have bad soil and little rain, they used to have trouble growing food. At the same time, people there had little need for strong bodies as they did not farm much, keeping animals and growing trees and shrubs instead. For the few things that still needed strength, they got slaves from stronger tribes.
Naturally, if you can't get much food and don't need strength, weak and small bodies that need less calories have an evolutionary advantage.
In the germanic countries, things were exactly opposite - we have good soil and started farming early, giving a clear advantage to people with tall muscular bodies.
