When you look at modern architecture you have to consider what range you are looking at. Every 10 years or so it evolves in an attempt to stay cutting edge and fashionable. But in doing so it has lost all sense of permanence. Look at any building build during the 1960's.

Pic related really don't do them justice, but Central Park western skyline is phenomenal. NYC has a ton of historic buildings, compare these to any modern day skyscrapers and it's easy to see how the soul has been replaced by an appeal to the artificial.

Yeah, the term "modern art/architecture" is misused a lot. Modern Art was a period that ranged from late 1800s to late 1900s. It had lots of different genres in it, so it shouldn't be judged based on examples from a single genre.
Should also be noted that building in OP is post-modern and not modern. Post-modern buildings can look cool too though.
