Instead of 13 political parties, there would be maybe 150 political parties fighting for votes in a true democratic republic. The parliament would have 400 representatives from winning parties. The opposition would keep an eye on everything happening in the government.

I have no idea what Jacobionism stands for right now, so I can't say much.
As for me, I don't believe changing something with a wishing rod will fix the root of the problems. You could get rid of "X", but it will reemerge sooner or later as long as the core principles (mentality) remain the same. And changing mentality is like changing a soul, you can't force that.

Jacobinism (at least by the french meaning) is pretty much a centralized nationalism. It means getting rid of any subculture in a country, to force a "national" culture (that is often the culture of a small part of a country).
The central part of this strategy is getting rid of any regional language and punishing the ones who don't speak the "good" language.
But well, to get rid of Jacobinism, I don't think anything would work fine, so my answer to "What would you like to change about your country" would probably be "removing the country" x)
Yeah I guess changing mentalities isn't something you can do easily. I guess you just have to go with the flow and hope it'll get better.

That sounds horrible. Like that is the thing that goes right against all I have ever believed in... Why would they want to make their own country a less interesting place? I honestly fail to comprehend this way of thinking.
As for mentality, I regard it as the heart and soul of the nation. Changing it "like that" would infringe on its very being.

How would your country function without all the money makers, doctors and scientists?
I would like to balkanize this shithole, once and for all, since R*ssians are dangerous bugmen who ruin everything they touch. Sadly, this is not feasible, since if they fuck off from the resource rich regions, then some other country swoops in and starts exploiting them instead. In case of Siberia, it would be China, which is quite a bit worse than even the eternal Slavshitter.
