No the manner which something like that would be implemented is via direct access. It requires a massive amount of computation power even with access to the network feeds themselves. You are right in assuming that would consume a fuckton of electricity and could cause a blackout on an unstable grid but almost all classified sites that host computers are underground/middle of nowhere with their own power stations. If by blackout you mean the sites being down no.
