oke, build a church (orthodox one) in the farest corner near the lake. Than you are to construct a bridge through it. Add some comfy huts and one simple shop. Don't forget to put the railway station that leads to any other town and yet another church (Orthodox one). Also, Buid a main building from where you will plan and lead all this shit, there shuld be lots of the local maps inside, or maybe one big local map idk.
