If you're looking to drop a cool billion on BTC you buy OTC to the maximum extent possible. You don't go on fucking GDAX and hit market buy twice a day regardless of amount until that process is complete. What will drive the price up at this stage is normie money and that is NOT entering the space. Institutions are quietly accumulating and KNOW the bottom isn't in yet.

you can only buy coins that people are willing to sell, particularly OTC. There's not some magical counter to buy 100 thousand bitcoin at, you'd have to strike a deal with one of the few people with enough to sell to you.
So i agree, but the "maximum extent" is nowhere near enough to stop you from having to buy most of those coins on market
and 1 billion is a small amount of money institutionally speaking.
