I agree that in general taxes are too high, but most of the taxes go to pay for stuff that I want my government to do for our country. So I'm not sure I would say "killing them" is the right solution. Maybe just some more moderate tax cuts.

I dont know how it is handled in your country, but in Germany you get:
- health insurance
- the security of not needing to die if I cannot work anymore
- more than 10 years of free, mandatory school
- free university (no one cares, if you sit in the lectures, even if you are not a student)
- security
- acceptable/good infrastructure
All in all, I am quite ok with paying taxes. US would take more by simply pushing some of these costs on me directly (like university, health care...).

They can all decide to pay a tax/subscription if they want to do that. Another community might just want a toll for an entry/usage.
Roads connecting the communities can also be paid by a toll and managed by an elected entity between the communities.
It can all be decentralized as well with blockchain tech with a payment system that scans a qr code with currency in it that is deducted.
Personally I think all taxes should end and the government should just print the money needed to pay for everything it does. It wouldn't actually be much different than the system we have now. Tax cuts and Jobs act + more spending and fed QE.
