I've dealt with similar situations to what OP has dealt with though not as extreme and I've met people who've dealt with similar shit. Its almost always never one group coordinating this on some grand plan level. Basically, if a thousand people in your city considers you persona non grata, you'll always run into one or two of these people on a regular basis and they'll just take that time to hassle you in some way. I mean the reality is that eveyone has a local reputation and if that goes in the shiter big time, people you don't know will start talking about you and will share information. Its basically just gossip but it can come off a grand conspiracy.

I mean one guy I knew had a situation where he basically messed up a drug deal and lost a guy about 1000 dollars. The dealer he was working with basically said that it was okay but of course the word quickly got out that he'd basically fucked up and owed someone a grand. That's not worth getting killed over but tons of people basically considered him to be persona non grata and just started fucking up his life. Whispering behind his back at the bus, hacking his phone, making up crazy stories about him, sharing embarrassing stories from his past, acting like his friend just to get closer to him just so they could talk about this stuff with their friends a later date and so on. It got so bad at one point that he started talking about going to the cops and then it was just all out war on that guy and he basically had to leave the country for several months.

Basically, OP has done some bullshit and tons of people are angry with him.
Because he doesn't have the proper information to know what is actually going on, he's basically going into full hypervigilance mode and that's basically a state of constant terror of anything going on around you. Its not the same as schizophrenia but it can trigger a psychosis which amplifies the entire thing and you can start having serious delusions of one kind or another.
