This applies to some countries but to others it is irrelevant/negligible. We have a strong brain drain here too. Also, it's not like forcing people to stay would change anything, it's primarily a matter of governments not putting the work and money in. Simply because they don't want to pursue anything that doesn't directly contribute to the wealth of those in power.
