There were 2 Turkish languages in Ottoman empire
Raw Turkish: Spoken by nomadic Turks, sedentary Turks and soldiers
Ottoman Turkish: basically "High Turkish". Only 12% of its vocabulary was Turkish. Rest was Arabic and Persian with some slight influence from Greek and Armenian languages.

I could easily understand a text written in "raw Turkish". The only word i didn't recognize was "maslahat" which meant "job" in Arabic.
Arabic influence on raw Ottoman Turkish is slightly more than modern Turkish. Modern Turkish is littered with European words.

France has affected our culture a lot. From our "secularism" (we call it laiklik here) to language education. French was the most learned language here in Turkey till 1960s.

Only English. Sometimes German and French. Only "religious students" learn Arabic here and 90% of them fail because Arabic is a very hard language.
