Prior to WW2 they had massive military buildup and started puffing their chests, took 6 months to finally conquer a poor African nation and were absolutely embarrassed by the British in N Africa. They also made a disastrous attempt at taking the Balkans in which Hitler had to divert resources from the Soviet front to bail the Italians out.
They looked very powerful before WW2 but then reminded everyone they were Italians
