It has a lot of bag holders because the ico was popular on Jow Forums but a lot of them got deluded and never sold the top during the bullrun so now they're left holding the bags. remember:the devs chose to create a token for burning it. They could have chosen to make their money off of the transaction fees but instead decided to hold their tokens. If the coin's price doesnt moon, the devs dont make any money. period.
