Basically
1: China while being a "totalitarian one party state" is in fact near fucking lawless cuthroat anarchy in practice. The police don't give a fucking shit about anything so you can near get away with everything. This extends to driving, there is pretty much zero enforcement of traffic laws.
2: Chinese people driving today are the first generation to drive in China, even in the 1990s people just rode bikes and didn't drive.
3: Lots of scams involved with driving like people faking being run over, if you stop, you're slugged with paying their fake costs for often life.

Apparently the real reason is that a car is more a status symbol rather than a practical tool so a lot of people that really should not be driving buy a car anyway and cheat their way into a license just so they can show their village bumbuddies that they've made it.
