I've seen a lot of dogs do this, do you think that they have enough consciousness to realize that this makes people more compassionate towards them? they do, they can interpret human emotions, evolved through human companionship

there have been multiple studies that show that dogs can understand human body language (not verbal) better than other humans can

they have evolved to read human emotions
