Those are pre-defined maximums, pretty much how a company/some firm predefines a company’s stock shares.

When someone “mines” the block chain & gets rewarded for discovering a new block, their reward comes out of thin air. This is added to the circulating supply. Also, the miner may get small fees for validating transactions, but these aren’t created. The buyer in the transaction pays the fee.

The max supply shouldn’t ever be reached, if the reward algorithm cuts off correctly. The circulating supply can also be “burned”, which removes the coin from circulation. If the max supply is reached, no one will get rewarded, no one will want to mine the block chain, and the currency will be useless
