That's a matter of which perspective you want to see it from. I understand you will take the culturally stance, as in who "invented" european culture. The Romans are a good candidate as well here. Some would take the stance of population studies instead, and their DNA. I am very fond of population studies, and they interest me a lot. But I must admit, with OP's question that if we go far enough back then we just end up being a bunch of non-europeans anyway. So how far back do we go? But let's say the populations who spent the last 10 000 years here turned into the europeans we know today, and that neolithic is foreign blood because it was the immigrants from the east that "soiled" our blood. If so then those with less neolithic are more european.
Another way of looking at it could be to take from both worlds, which means that the French, English, German were those with the most european dna, as well as those who shaped modern europe the most, as in they have a good deal of both worlds, which means they have a solid footing into both points of view. That make me think of the carolingian empire. Hmmm really makes me think. Perhaps the French are the ultimate europeans then?

There's a good reason for that. English is exceedingly similar to Scandinavian. Modern English is partly a direct descendant of the language of Scandinavians who settled in the British isles in the course of many centuries, before the French-speaking Normans conquered the country in 1066. Old English died out while norse survived, albeit strongly influenced of course by old english. Consider this sentence right here: "He took the knife and cut the steak" Only the words "he", "the" "and" come from Old English, the rest are scandinavian words. Grammatical words and morphemes were also adopted from norse and survive in English today. English have adopted our syntax and structure of sentences too.
