Except some totalitarian regimes have already tried such extreme levels of control, which in many cases didn't work out. Maybe it'll work in China because East Asian culture is quite different and because the economy is booming (meaning that people are much more complacent), but it's still risky business. It can potentially created an overly paranoid society where everybody considers everybody else to be their enemy, or a system where people with money/connections can easily use the system to their advantage.
Of course, there still are some benefits, for example , and of course the much more obvious benefit that it at least downplays the injustices of criminal dindu scum being treated equally as hard working people.
