I don't know about brothels in the UAE, but to answer your question: it's a country that accepts foreign immigrants from all parts of the world, including western immigrants. It's not surprising that over time, the religious values that they would hold woud slowly become secular to accomodate all of the new people who are within the country. Saudi prevented this by mostly accepting muslim immigrants, but they have a few western expats as well. It's not religious, it's more about making a society that can accept all of these people.

The new kings in most gulf states are doing away with it, saudi is allowing wamen to drive, people are less strict in general etc. I don't an exact time period to give you, but it's slowly getting more secular than it used to be.
They do, some of them hate it, some of them like it because they like the boom that happens in their countries from all of the foreign expats. Most people agree it's a good thing tho, and a lot of gulf arabs are becoming less strict with how they follow the religion (saudi is the exception there th0).

This is the process that everyone goes though if they want to apply for the citzenship. They do an interview where they ask you questions and ask you to present the papers that prove these things and you get the citizenship. It's easy, but you need to stay here 25 years (that's the hard part).
