The big thing here is that Estonia is and EU country that has a ridicolously easy access to the more prosperous parts of Europe, Finland, Sweden Etc. It works as a hotspot for the trafficking. Most of medical fentanyl that comes to Finland comes from Estonia. Naturally this makes the drug hotspot also the druguse hotspot.
