Mostly poor countries run by dictators who exploit the abundant natural resources to get richer and richer. They're following very well the example set by the Soviets.
For example, Turkmenistan's previous president for life imported tons of Italian marble to rebuild the capital city, but most Turkmen still live in primitive huts in the desert. Apparently they get free electricity and water, but there is no definitive way to verify that since freedom of speech is non-existent.
