Occitania wasn't "culturally oppressed" for centuries. It has always been part of France, and from an intellectual standpoint, contributed to shaping the country the most after the region of Paris. And while the Occitan languages were replaced in the 18th century in an effort to centralize, most Occitan people today don't feel much attachment to these languages and one can assess that centralization was precisely what France needed then because of the German threat.
