Russia had 0 history with Królewiec/.Koningsberg unlike the "Reclaimed areas" by Poland which saw rebuilding attempts. Russians came to a land where a russian majority or minority never existed and they were never parts of the Russian country.
It was supposted to be a westernmost port for USSR navy that dosn't freeze during winter but Petersburg fills that spot nowdays due to global warming. Also Russian generals understand long ago that Kaliningrad, from a tactical point of view, is useless for the Russian navy because it's too easy to lock it down from Hel.
