It means there were once lots of factories and mines, etc., but they all got shut-down. Many of the buildings themselves are still there, just abandoned and decrepit, which creates a very bleak atmosphere (coupled with all the boarded up shops which line the high streets).

Scotland's all-time high temperature is only 32.9°C while Norway to the northeast has hit 35.6°C because it doesn't sit under converging currents. Northern Ireland is even lower at 30.8°C because it also gets blasted by the full force of northern trans-Atlantic currents.
