There are volcanoes near the Andes but there are no people living on scattered islands. In fact there is only one island in the Patagonian Argentina. Chilean Patagonia has many more islands though, maybe it's closer to Hokkaido

Very few people live on those islands, think of them as mountain ranges with their bases underwater, so not a lot of room to build (that assuming you would want to live in such a remote area in the first place)
