MENA easily. Out of all the MENA nations the ultra dangerous ones are Syria and Iraq, and then the more dangerous ones after that are maybe Libya and Egypt But that's about it.
Iran? Safe.
Gulf Arabs? Safe and rich as fuck. Oman is one of the best countries on the planet never mind the region.

Tunisia is a very nice country, Algeria and Morocco are poorer but still safe.
Meanwhile in LatAm you have like 6 or more nations where you would be in danger as a bystander.
