I think only in the one they worship. I'ma not very sure, there's no black and white answer to this. My grandmother used to offer prayers to images of various gods. The god that a family worships depends on their caste/sect.

No hindus are not dumb like christians. They don't judge their gods like literal beings. They realize it's all just cosmic symbolism. The people that they show as gods is just there so they can understand more easily.

Some worship him as a caretaker when in fact the is a punisher.

He's a multifaceted god and is supposed to be what kshatriya emulate: a fair ruler you don't want to cross.
Also, all primary Hindu gods (not even going into specific cults that reinterpret everything about their cornerstone deities) have many aspects to them. Like Parvati and Kali are the same being with opposite functions, so is Shiva a master, a caretaker, a destroyer and a punisher.

Now, historically that's probably due to Shiva's cult (whatever Shiva was supposed to bu at the time) growing overly large and consuming multiple cults of smaller gods, like Rudra.

Theres no multifaceted gods, there's only multiple cosmic meanings. Yes, they distort and mix it, every hindu got his own personal idea about their god. If you think like this, we can say that one god have many misinterpretations, like any god can be many things, and sometimes different gods share the same interpretation. But the point is the meaning behind and not the deity it self, but the true purpose.
