It looks like they tried to keep some of the allusions from the English names. Brock used Rock-type Pokémon and his name ends in "rock", so they went with Pierre ("stone") in French. Peter/Pedro/etc. have the same origin.
Misty's name is a little farther off the mark. "onde" is "wave", so Ondine and Misty both relate to some phenomenon involving water.
