It's from Madeira Island (Ilha da Madeira, or wood island), not mainland Portugal. Although I don't think it snows there as well.
Plenty of people grow plants, but its usually trees, bushes, or flowers since they are lower maintenance than a proper garden. Every time spring comes around stores are filled with gardening supplies.
