Us was going to fight Germany regardless of declaration. In 1940 there was already a plan to defeat Germany by 48 after japan. However developments on the Russian theater showed that the us must do something for the war to continue because if Hitler won he could dictate any terms to Europe as he wished. Japan declaring made declaring war on Germany much easier. Saved us the hassle of waiting when he did it first. For him he did it because he didn't want to repeat the sub fiasco of ww1 again and that's why american shipping was attacked immediately. Even if us population didn't think they were in it Germany did and that's all that matters..
