He is considered Hitler-tier and very few people will have the guts to defend him publicly (even if they think he was not that bad or had positive aspects), his figure has been vilified by those who came after him.
Franco was very soft and left no legacy, everything he did was dismantled after he died, and in a decade (80's) Spain was already in full western socialism degeneracy peak with an epidemic of aids and drug addiction, homos leading some kind of cultural revolution in Madrid (Almodovar), shit punk music only really valued for how edgy their lyrics were, etc. In the 90's everything kind of went back to normal and now in 2018 I see more foreigners in the streets than ethnic spaniards and we are already experiencing ghettization and the normalization of terrorism and foreign criminal gangs, the future is not bright.

It hasn't been toppled and reinvented by the people after a revolution. Even a revolution solely for democratic rights would create a new state more in line with the people's interests.

I mean, you can't just say "it's the law/system so it's nothing to do with Franco" when Franco was ruled the state and decided the law for decades. If terrorists pop up opposing him then of course he would support laws that punished people for being sympathetic to the terrorists.

Spain was in shambles and it wouldn't have made a big difference, he was probably doubtful about the Axis victory and knew he had to be more neutral to end well. In the end Franco wasn't really a fascist, ideologically speaking, he was just a right-wing catholic guy who came from the army. He still was open to the Axis powers and allowed a company of volunteers to serve on the Eastern Front (Blue Division) for Germany.
