the federal government just got rid of double-taxation for corporations. hopefully they'll do it for individuals soon, too. otherwise, be careful. Poland has an extradition treaty with the US. so you might get extradited for working in Poland and not paying taxes in the US, although I doubt the IRS has the resources to look into you. I lived and worked in America for almost my entire adult lift and only paid taxes three times. they're not an all-knowing organization.
I looked into Italian citizenship briefly because I hear they hand it out on an ethnic basis. my great-grandfather was Italian (I'm an American living in Russian) but I guess that's too far back. no real need for an Italian passport, just seems fun. I figure I might as well try to get Russian citizenship eventually, it'll allow me to visit more countries without a visa. otherwise I'd be perfectly content with permanent residency.

forgot to add, no, don't send the IRS empty tax forms if you're not working. the IRS doesn't even want you to file if you're below the standard deduction line. it's better to just stay below the radar and pretend that you don't exist. you could be dead or in a non-extradition country for all they know.
It's easy to hide, or rather "forget to declare" the money you make abroad, and if it's not too much and you're earning it honestly, the IRS will turn a blind eye when you show up as a little glitch in their system.
Though if it looks like you're up to something or actively trying to hide it, you're fucked...
