As the some items are more rare than others , it depends on chance which ones you get and items can sometimes be traded with other players (in valve games sometimes even for cash), it's considered a form of gambling. As people keep spending cash to get the items they want.

I play Paladins and the loot boxes are literally just for cosmetics. Nothing that affects gameplay in the least.
