Say you buy a key for €1, and receive a €5 skin you can resell. That’s the illegal part

As the some items are more rare than others , it depends on chance which ones you get and items can sometimes be traded with other players (in valve games sometimes even for cash), it's considered a form of gambling. As people keep spending cash to get the items they want.
