Two possible options. First being that Kim knows he wont get his hands on nuclear weapons capable of hitting the US homeland in a timely fashion, before the US and allies can act. If Kim cant muster up the capabilities to hit the contiguous US, then the pursuit of nukes has no point, he needs the range to hit the US in order to use them as political leverage. It's possible all of this is to buy more time for development and reach this goal, as despite Kim saying he's committed to full de-nuclearization, his labs show no signs of slowing down or stopping R&D towards the nuclear program.

Secondly, and more likely, Kims under Xi's thumb. Both China and NKs entire geopolitical agenda is to buy more time until they can properly challenge the US and fulfill their objectives. Kim needs to wait until he has nuclear strikes capable of hitting US soil, and Xi needs to buy time until he can complete a blue water navy and extend Chinas maritime capabilities. Neither want or can win getting pulled into a conflict with the US until that time comes.

And Xi needs to retain the North as a buffer zone against western allies to protect one of Chinas geographical weak points, Manchuria.

The point isn’t to actually use them. The point is to move any large scale US attack on North Korea from the “expensive” to “very expensive” category.

The US is already unwilling to attack North Korea because of the potential USFK/US civilian and ROK casualties that would ensue as well as how unpopular such a war would likely be. North Korea successfully competing a nuclear ICBM program makes that potential cost go up, not down.

Basically you’re right that North Korea will never launch a first nuclear strike on the US, but it’s also likely that the US would not strike North Korea to defend the South IF the potential consequences were even more dire than they are already.

They wouldn’t use them in an unprovoked first strike but they would if the US invaded or tried to destroy the regime which is the point.
