its a narco cutting up a narco from a rival cartel because he got into theor turf, narcos have found violence and gore are actually preetty great media tools, most of their killing is run of the mill executions or gunfighting, but sometimes they will record some crazy shit or dump bodies in a public space (bonus point if they do it ina crafty fashion) to send a message to their enemies, the authorities, or people in general, its quite common that when a cartel sets in a new area they will "clean the house" meanning in order to have the population of that town or neghborhood they will round up a few criminals that operate in the area, kill them in a public fashion, and spread the word that the people can be at peace now since they will take care that no one robs them on the streets in their shops or commit any kind crime against the fine people of this communitty and...for the most part they do keep their end of the deal, they become the neigborhood patrol, score some good faith points wiht the locals and at the same time run their bussines
